The authorities of Yakutia offered the Federal Property Management Agency to discuss an issue about transferring a block of shares of Lenskoye River Shipping Company at the rate of 25.5 % to the Republic without charge. The proposal came from the Chairman of the Government of Yakutia, Galina Danchikova, at the meeting with the Deputy Director of the Federal Property Management Agency, Sergey Maximov.
If the Federal Property Management Agency agrees, Yakutia can get the controlling block of shares (51 %) of the Shipping Company.
The Federal Property Management Agency has still not provided an unambiguous answer.

The Russian Federation is waiting for an acceptable proposal from the Ukraine on purchase conditions of a missile cruiser for Russia, said the Minister of Defence of the Russian Federation, Anatoly Serdyukov. In its turn, the head of the Ministry of Defence of the Ukraine, Mikhail Yezhel, brought out an opinion, that this issue would be resolved in the near future and a lot of items have already been discussed. To the question of journalists, where the ship can be based in the case of its purchase by Russia, the Minister replied concisely: “At the Black sea”.
In May of the last year, the President of the Ukraine, Victor Yanukovich, said, that Russia would make fitting-out of the “Ukraina”, as Kiev can not do it by itself. Missile cruiser “Ukraine” was laid down by an order of the USSR NAVY at the facilities of Nikolaevsky Shipbuilding Yard named after 61 Communards” in 1984. In 1990 it was launched, and in 2000 the authorities of the Ukraine planned to include the cruiser into the Nany, but later they refused due to operate the ship of such a class is unreasonable. The fitting-out of the cruiser, including purchase of Russian missile armament, will cost several tens of million dollars.

The Ministry of Transport still can not agree zero contributions to the insurance funds of shipbuilders’ employees with the Ministry of Finance. At the same time twenty three disagreements with other federal executive authorities were resolved practically without exception.
The Ministry of Finance is afraid of possible claims from other branches. Nevertheless, the State Duma and members of the Federation Council, generally, are ready to release shipbuilders from insurance contributions. The Deputy Minister of Transport, Viktor Olersky, appeals to those conditions that “flag of convenience” countries give to sailors. A draft law on measures to support shipbuilding and navigation with a disagreement of the Ministry of Finance passed the Commission of the Russian Federation Government on Law Project Work. Then it was supported by the Deputy Prime Minister, Igor Sechin, supervising it with the words: it is necessary to leave the disagreement to the discretion of the Chairman of the Government.
However, disagreements with the Ministry of Finance have not yet been resolved.

On the 24th of February negotiations about an early return of drilling vessel “Valentin Shashin” (now DS “Deep Venture”) from the contract with Norwegian company “Venture Drilling AS”, which had been held since 2009, were finished in Oslo. The corresponding documents have been already signed. The direct transfer of the vessel to its lawful owner took place at the port of Tema, Ghana. It was returned under the decision of the Murmansk Regional Arbitration Court dated June 9th, 2009 for invalidation of the BARE BOAT CHARTER contract concluded in 2005. When the inspection of the vessel and current repair works are completed, modernized drilling vessel “Valentin Shashin” will be used for oil and gas projects for the benefit of the Russian Federation.
“Valentin Shashin” is the first drilling vessel of the ice class in the world. Vessel overall length – 142.4 m, beam overall – 24 m, DEADWEIGHT – 16,866 tons, derrick load capacity – 454 tons, drilling depth – 6,500 m, speed – 13 knots, and crew – 116 persons.
If ice approaches, the vessel can leave a drilling site for three minutes detaching the blowout equipment from the drilling site at the bottom of the sea. All seven propellers are adjustable pitch ones. Due to the special mechanism propeller blades can both rotate in a common tube and turn around its axis each increasing or reducing tractive pull. Thus, the vessel can be kept above the given point with an accuracy up to ten centimetres.

Currently “Vaigach” icebreaker is operating at the sea port of Saint Petersburg due to a hard ice situation there. However, the Finnish Nuclear Centre did not receive a required notification about its arrival from the Russian side. The Finnish side has already sent corresponding applications to the Russian embassy in Helsinki.
There are no restrictions as to navigation of nuclear-powered vessels at the Baltic SEA. However, taking into account that the presence of similar class vessels carries a potential risk for all countries of the Baltic Region, the counrty possessing a nuclear-powered vessel shall notify others about the fact that a vessel with a nuclear engine will operate at sea.
However, the Finnish side states that they have not received any official letters from the Russian authorities concerning “Vaigach”. In addition, the bilateral agreement is valid between Finland and Russia, according to which the Russian side shall inform STUK, if our nuclear-powered ICEBREAKER turns out to be not far from the SHOREs of Finland. In State Corporation “Rosatom” they note that the Ministry of Transport is directly responsible for sending notifications.
“Vaigach” itself is still operating in the GULF of Finland within the territorial waters of the Russian Federation.

Company “Passenger Port” won the auction to purchase the state-owned block of shares of North Western Shipping Company held by the Federal Property Management Agency on the 1st of March, 2011.
JSC “Passenger Port” is included in transport group UCL Holding having the controlling block of shares of North Western Shipping Company. The company bought out the state-owned block of shares of JSC “North Western Shipping Company” at the rate of 25.5 % of the authorized capital (25.5 % of ordinary shares) at the price of 934 million RUR.

On the 28th of February the keel of the third supply vessel for the Kamchatka Krai was laid at JSC “Sosnovsky Yard”. The designer was JSC “Marine Engineering Bureau”. The customer is the Federal Agency of Sea and River Transport.
A sea trailer self-propelled BARGE of DCV47 project with freight-carrying capacity 250 tons is designed for transportation of general, bulk, and container cargoes, equipment, off-shore unloading and loading of vessels, delivery of these cargoes to unimproved port facilities and provision of horizontal unloading of delivered cargoes using a bow ramp or shipboard cargo crane.
Overall length – 42.6 m, beam overall - about 8.82 m. SEA draft - 2 m, full speed - 9 knots.
Class of the Russian Maritime Register of Shipping: KМ Ice 2 R1 AUT3 OMBO. Container capacity – 12 ТEUs. It is planned to build four vessels of the project in total.

JSC “Tuapse Commercial Sea Port” will get two new tugs for 322 million RUR being fitted-out at the yards of Dutch company Damen.
It is assumed that fully-automatic tugs “Dedal” and “Agoy” with power 2,000 hp will start taking vessels at the port water area in early summer.
Two tugs, oil-spill boat and utility boat were built at the yards of Damen that operate at the port nowadays.

On the 1st of March bailiffs transferred transport refrigerator “Midas” into the ownership of the Territorial Administration of the Federal Property Management Agency. CARGO of illegally caught crabs was also confiscated to the state revenue.
In October of the last year border patrol agents found out TR “Midas”, PORT of registration Phnom Penh equipped to store and transfer fish products at the Sea of Okhotsk. There were frozen herring (over six tons), as well as cooked frozen limbs of crab (over 16 tons) on board. CREW OF THE VESSEL consisted of 14 persons, six of them — citizens of Russia (including the captain), five citizens of Indonesia, two citizens of South Korea, and one citizen of China.
The Petropavlovsk-Kamchatsky City Court resolved to impose a penalty in the form of an administrative fine, which was 23 million RUR to a foreign shipowner. The herring found on the vessel shall be liquidated, and the crab products shall be transferred to the state revenue. Transport refrigerator “Midas” shall be also confiscated in favor of the Russian Federation. The vessel is in a relatively good condition as it was pointed out in the Press Office of Federal Bailiff Service Department.

JSC Zelenodolsk Plant Named after Gorky, LLC “Nafta-Invest” and LLC “Ak Bars Leasing” signed trilateral agreements for construction of two river-sea type tankers designed for traffic of crude oil and oil products.
The vessels of RST25 project developed by LLC “Marine Engineering Bureau” (Odessa) are designed for operation in ice-free seas and in small open ice pieces of non-arctic seas.
It is expected that a solemn ceremony of the first vessel KEEL LAY DOWN will take place at the end of May, 2011. The rerm of the tankers delivery - May-July, 2012.

The construction of the first stage of a new oil terminal in Sangachaly, near Baku was finished. As the Executive Director of Azerbaijan Investment Company, Afgan Isayev, said: “The terminal is already operating. According to our contract with Azersun Holding, the provision was made for our participation in the project within the first stage of the terminal creation; therefore we will hold consultations with our partners concerning separation from the project”. At the first stage of the project it was planned to build four quays designed for four vessels each. At the second stage 2 quays will be built, already at the third stage capacity of the terminal will reach 30 million tons of crude oil per year.
The total project cost is estimated as $1 billion. The investors were Azerbaijan Investment Company, LLC “Kavkaztransservis” and Islamic Development Bank.

Sovcomflot Group of Companies accepted six shuttle tankers for operation. Within the period from 11 to 24 of February, 2011 all six ice class tankers of Aframax size purchased at Primorsk International Shipping Co were accepted.
As Sergey Popravko, Managing Director of SCF Unicom, member of the Board of Directors at JSC “Sovcomflot” pointed out: “The process of acceptance of shuttle crude oil tankers “Ostrov Sakhalin”, “Captain Kostichev”, “Governor Farkhutdinov”, “Pavel Chernysh”, “Zaliv Aniva” and “Victor Titov” was held in the normal mode according to the plan made by the company UNICOM in advance and agreed with charterers. The transfer of the vessels did not affect the schedule of oil transportation from the ports of De Castries and Prigorodnoe, the tankers successfully continue uninterrupted operating to service clients in the frameworks of current time-charter agreements”.
Since early February, 2011 the fleet of the group of companies was increased with seven vessels with total DEADWEIGHT over 736 thousand tons.

On the 28th of February TRAWLER “Leemeti M-0405” partially sank at the port of Murmansk. The vessel was AT QUAY No.12 without a crew. The vessel was not managed to keep AFLOAT. The fore is afloat, the stern is on the bottom.
The vessel belongs to LLC “Rosmet”, the PORT of registration is Murmansk. Last week two trawlers being held anchorage sank in Murmansk without a crew.

“Nafta-T” company won the auction to purchase the state-owned block of shares of Tuapse Commercial Sea Port held by the Federal Property Management Agency on the 1st of March, 2011.
LLC “Nafta-T” is included in group of companies UCL Holding possessing the controlling block of shares of the Port of Tuapse.
The company bought out the state-owned block of shares of JSC “Tuapse Commercial Sea Port” at the rate of 25 % of authorized capital (25 % ordinary shares) of the company at the price of 1 billion 612 million and 109 thousand RUR.

The project of rehabilitation and re-equipment of Baltic Yard Yantar is included in the Federal Target Program “Development of Military-Industrial Complex of the Russian Federation for 2011-2020”. In the frameworks of the program, 17.16 billion RUR will be allocated for modernization.
It is assumed that the first stage of re-equipment of the yard will begin in 2011. It provides for the purchase of up-to-date equipment, it will cost about 3 billion RUR.
The general scheme of development of Yantar Yard was developed by the Centre of Shipbuilding And Repair Technology jointly with IMG-Group (Germany). The project is aimed at creation of a modern compact yard and technical re-equipment of all types of shipbuilding process, reduction of construction time for ships and vessels, and expansion of production program. As a result of rehabilitation, enterprise's annual output should be increased by 5.4 times.

The colours of the auxiliary fleet of the NAVY were hoisted at a new inshore tug of the Black Sea Fleet РБ-389 in Novorossiysk. The vessel arrived at the Tsemess bay from St. Petersburg, it was launched at JSC “Leningrad yard “Pella” in July last year.
РБ-389 is a tug of 90600 project, EADWEIGHT - 417 tons. Full speed is 12 knots, propulsive force with a towing HOOK is about 25 tons. The tug is equipped with modern radio electronics, vessel control is fully computerised. The tug crew is 12 persons.
The colours hoisting ceremony at the vessel of the auxiliary fleet of the NAVY was held by the Deputy Commander of the Novorossiysk naval base, Captain I rank, Artur Bokoev. Upon completion of the solemn meeting, the Father Superior of Holy Assumption Cathedral, archpriest Georgy (Fedorov) dedicated the vessel flag and wished God's protection and success in the labour field to the sailors.
The newest tug will be included in the brigade of auxiliary vessels of the Black Sea Fleet. In June of the current year one more vessel of the similar project is planned to arrive to the fleet.

Negotiations between France and Russia about sale of “Mistral” type ships reached a deadlock mainly because of disagreements concerning the cost of the deal. Russia is ready to pay not more than 980 million Euros for two aircraft carriers, while France requires at least 1.15 billion Euros.
In late January, France and Russia signed an agreement in Saint-Nazaire caused a storm of controversy, which provides for production of four French combat vessels of “Mistral” type for the Russian fleet: two of them shall be assembled in France, two more – in Russia.
The Head of USC, Roman Trotsenko, said, that the final agreement shall be signed before April 30th. Delivery of the vessel of such a class to Russia is a new step for a country-member of the North Atlantic Alliance.

Trials of aircraft carrier “Vikramaditya” being modernized by an order of the Indian NAVY began in Severodvinsk at “Sevmash” yard. During this stage operation of all onboard systems of the ship will be checked, including radioelectronic equipment of Russian and Indian production, as well as air-technical facilities. As it is expected, sea trials of the aircraft carrier will begin at the end of 2011.
The contract for delivery of the aircraft carrier was signed in 2004. According to the deal conditions, the Indian NAVY will get the ship hull free of charge, but upon condition of modernization at “Sevmash”, as well as equipping with Russian production deck-based aircrafts. The deal amounted to 1.5 billion dollars. In 2008 India stopped paying, and Russia raised the question of reviewing the scope of works and increasing the cost. A new agreement on modernization was signed in March, 2010, and its cost increased up to 2.3 billion dollars.
