Rivermen of Kazan Have Received the Second Aerostatic Craft
JSC “Kazan River passenger agency” has received the second aerostatic craft from Nizhny Novgorod. The first craft, which already carries passengers, is called Sviyaga, the second one – Kazanka.
The crafts go to Upper Uslon yet. In the near future rivermen are going to explore a route to Upper Uslon. In addition, test trip to Sviyazhsk will be taken recently, and then pleasure cruise to this point of destination can be opened.

Supply Vessel for “Gazflot” Will Be Laid at Amur Shipyard in February
Construction of the supply ship supporting operation of semi-submersible drilling rigs, will begin at Amur Shipyard in the middle of February. The project originator – LLC “Gazflot”, which is a subsidiary of JSC “Gazprom”.
The vessel will deliver pipes, cement, spare parts, fuel, water, food, other cargoes to floating drilling rigs. It can also be involved in support of damaged ships, fire fighting on offshore and onshore facilities. In case of rescue operation up to 100 people can be placed on the vessel board for a time.
Deadweight of the vessel – 4,415 tons, length – 90 meters, speed – 17 knots. Crew – 20 people.
The supply vessel has unlimited navigation area with sea endurance of 30 days, area of operation – seas of the Arctic shelf.
Case of Bankruptcy of JSC “Volgograd Shipyard” Can Be Closed
Volgograd Regional Arbitration Court took a recess up to the 8th of February in application processing of LLC “Energosoyuz” for bankruptcy of JSC “Volgograd Shipyard”. As noted in the court, the recess was taken in connection with receipt of the applicant's request to abjure a claim. Earlier consideration of the case had been adjourned to enable a peaceful settlement of the dispute. The reason for going to court was pay electricity debts of the shipyard.
In September 2010, the bank “Petrocommerce” gave loans to the shipyard totaling 75 million dollars for construction of five crude oil tankers for Armada Holding Company Limited. Terms of loan contracts are in correspondence with delivery dates of vessels and are from 11 months to two years.
Contract with Armada Holding Company Limited provides construction of five tankers of the third series of “Armada” type. According to the contract conditions, the vessels shall be delivered to a safe port of Astrakhan or Azov.
Russian Navy will Get NPS Severodvinsk in the End of 2011
Russian Navy will get a new multipurpose nuclear submarine of the fourth generation Severodvinsk, project 885, Yasen in the end of 2011, said a representative of DB Malachite the ship designer. Currently NPS is undergoing mooring trials and being prepared to shipyard sea trials, which will begin in May, 2011.
In December 2009 it was reported that submarine will begin mooring trials until the end of the year. NPS Severodvinsk is a lead submarine of “Yasen” project. Now building of the second ship of the project 885 – Kazan, which has been already modernized according to the project Yasen-М is carried out by PO Sevmash.
It was originally planned to build 30 nuclear submarines, however now it is referred only to six ships. Submarine length is 119 meters, deadweight – 13,800 tons. Endurance – 100 days. NPS will be equipped with ten torpedo launchers with a caliber of 650 and 533 millimeters, as well as 24 missile launchers for missile of “ship-to-ship” and “ship-to-ground” types.
The Economic Policy Committee Will Take On the Draft Law on Shipbuilding Support
The draft law “On Measures for Supporting Shipbuilding and Navigation in the Russian Federation”, aimed to increase a number of the fleet under the Russian flag, is still being pended. In 2011 the Ministry of Transport intends to work at the draft law together with a committee of Eugene Fedorov – on Economic Policy and Entrepreneurship, which is probably more suited to faster work.
It should be noted that the Committee on Transport in the field of maritime activity carries out policy.relatively independent of the Ministry of Transport.
The Regulation of the State Duma allows passing a similar law, both through Committee on Transport and Economic Policy and Entrepreneurship Committee as well.
The Bulk-Carrier “Tyumen” Was Launched at “Kherson Shipyard”
On the 8th of February the Kherson Shipyard launched the bulk-carrier “Tyumen” deadweight of which is 6387 tons. Project 005RSD06.04 was designed by Marine Engineering Bureau. Upper-Volga Branch of the Russian River Register supervises for designing and building.
According to the contract, it is planned to build a series of vessels on the Russian River Register class M-SP 3.5. Concord Shipping company will make fitting-out of the vessels.

overall length – 137.52 m;
width – 16.5 m;
maximum deadweight at draft 4.19 m in a sea – 6387 t;
maximum deadweight at draft 3.6 m in a river – 4940 t;

USC Was Removed From Negotiations on “Mistral”
Representatives of JSC “United Shipbuilding Corporation” (USC) were removed from negotiations on preparation of the contract with French company DCNS on building of Mistral ships for the RF Ministry of Defence. All works are carried out by FSUE “Rosoboronexport”. The head of the Military-Technical Cooperation (MTC) Vladimir Belukov was also dismissed from USC.
On the 25th of January Russian Deputy Prime Minister Igor Sechin and French Defence Minister Alain Juppe signed an intergovernmental agreement, which had to precede a contract regarding Mistral. It was assumed, that DCNS and USC consortium will sign the contract with “Rosoboronexport”, a special importer of military products. However, the Ministry of Defence signed a contract with “Rosoboronexport” in the end of December, according to which FSUE should conduct negotiations with DCNS regerding conclusion of the contract.
Sovcomflot Bought 6 Prisco vessels
JSC “Primorsk shipping corporation” sold 6 tankers, used for oil transport on the northern part of the Sakhalin Island, to JSC “Sovcomflot”. Terms of the deal were not disclosed.
Within a month the new owner will receive Captain Kostichev of 2005 production year, Governor Farkhutdinov of 2004 production year, Pavel Chernysh of 2005 production year, Sakhalin Island of 2004 production year, Viktor Titov of 2005 production year and Zaliv Aniva of 2009 production year.
2 tankers are in a time charter of Exxon Neftegas Limited (ENL) and are used in Sakhalin-1 pproject. After the sale agreement will continue. 3 other vessels operate with Sakhalin Energy Investment Company Ltd.
“Moscow River Shipping Company” Is Going to Build a New Series of Vessels
JSC “Moscow River Shipping Company” is going to order a new series of vessels at Astrakhan Shipyard “Lotos”. Now negotiations on building of 2 vessels are in progress, the project cost is being agreed and expert estimation is being carried out.
In the case of successful negotiations vessel keel-laying is possible already this year. In case of successful projects implementation “Lotos” will receive an order on building of 20 vessels from the shipping company.
Smolny and USC Postponed an Agreement on Building of Shipyard in Kronshtadt
Signing of the agreement on building of a new shipyard in Kronshtadt will be postponed for six weeks. The Governor Valentina Matvienko, the heads of key committees and the President of USC Roman Trotsenko recognized the document to be “too declarative”.
The decision was made without the shipyard director, Vladimir Alexandrov, who had criticized the plans of the city to reduce the enterprise territory.
During six weeks it is planned to concretize the document, having specified the terms and order of the facilities transfer from Novo-Admiralty Island, and then of their complete transfer to new area in Kronshtadt, building of which shall begin in 2013.
Relocation of shipyards to Kronshtadt is expected to beginning of 2016. But before the shipyard shall gradually release Novo-Admiralty Island (it takes 17 hectares), on which the Novo-Admiralty bridge shall come out from south-western tip of the Basil Island.
A meeting of V. Alexandrov with the Governor scheduled for Wednesday has not taken place “in connection with a change in the schedule of the Governor”.
V. Alexandrov and his son also were absent at the meeting of the Governor with the President of USC. Now an agreement on amounts necessary for relocation of the enterprise is being prepared, and there are investors interested in development of the island.
The Ministry of Transport Has Prepared a Draft Law on the Northern Sea Route
Ministry of Transport of the Russian Federation has sent a draft law “On introducing changes into some legislative acts of the Russian Federation regarding government regulation of merchant shipping on lines in the water areas of the Northern Sea Route” to the government. The project sets the boundaries of the Northern Sea Route, rules of navigation on its lines, provisions, regulating shipping organization, rules of icebreaker assistance etc.
The boundaries of the water area will be set by the Government; however administration of the Northern Sea Route is responsible for organization of vessels navigation and control over it.
Rates of the Arctic tonnage tax, fee schedules on vessels escort services and rules of their use are set according to the Russian Federation legislation on natural monopolies depending upon vessel’s characteristics and navigation season.
SSDR “Severnoe siyanie” and “Polyarnaya Zvezda” Are Being Prepared for Testing
Works for preparation of the equipment to test drilling are being carried out on the semi-submersible drilling rig “Polyarnaya Zvezda”. Built on the facilities of Vyborg shipyard together with Samsung, SSDR can carry out the most difficult tasks on shelve. In operation range of ambient temperatures from -30 ºС to +45 ºС the rig can carry out drilling of oil and gas wells, which depths are up to 7500 m at sea depths from 70 down to 500 m.
Already this year LLC “Gazflot” intends to use a new drilling rig to continue geological active explorations on the continental shelf of the Okhotsk Sea.
The building of the second similar semi-submersible drilling rig “Severnoe siyanie” is also being resumed. Sea trials, commissioning and start-up operations are being carried out according to the approved schedule. Currently a riser has been installed and thrusters have been assembled on SSDR. Together with the Contractor employees of Vyborg shipyard conduct operations on checking the ballast system, accepting equipment of the drilling complex and anchor winches. Also commissioning and start-up operations in all four pump rooms are being conducted on SSDR.
“Severnaya Verf” Delivered Two Ships to Algeria
“Severnaya Verf” (St. Petersburg) delivered two modernized ships to Algeria. The acceptance certificate was signed by directors of Severnaya Verf, Rosoboronexport and representatives of Algerian Navy.
Small-size missile ship “Rais Hamidou” and frigate “Mourad Rais” were built 30 years ago, their repair and modernization was carried out in St. Petersburg for about three years.
Currently two ships are being modernized on the enterprise, negotiations on further cooperation are being carried on.
The ships were equipped with advanced radars and communication systems, new sonar and missile attack system, their lifetime became 10 years longer.
Ukraine is Ready to Make Concessions to Russia regarding Issue of Maritime Boundary
Ukraine is ready to make a range of concessions to Russia regarding issue of maritime boundary and guarantee freedom of navigation in the Kerch-Yenikalsky Channel for Russian ships. This week a group of Russian diplomats headed by Special Representative of the President Alexander Golovin has visited Kiev. The Russian delegation conducted private negotiations with a group of Ukrainian experts headed by Special Envoy Viktor Kyryk.
In 1999, Kiev unilaterally established in the Strait so-called protection line of the state border.
Russia believes that in the Soviet Union, the administrative borders between Union republics were not set in accordance with areas of internal sea waters. So there was and there is no legitimate documentation of Union or Republic level, which would have fixed the boundary line in the waters of the Sea of Azov and the Kerch Strait. In this regard, Russia can not recognize “the protection line of the state border” established by the Ukrainian side in these waters. In Moscow the provisions of the Agreement on cooperation in the use of the Azov Sea and Kerch Strait of 2003 was taken as a basis, according to which this water area is historically the inland waters of Russia and Ukraine.
